Minutes of the Regular Meeting of Thursday, October 30, 2008
6:00 p.m. to 8:00 p.m.
Othello City Hall, 500 E. Main Street, Othello Washington

 1.         Call to Order:
The regular meeting of the Columbia Basin Ground Water Management Area Administrative
Board was called to order by Deric Schmierer, chair, at 6:04 p.m.  A quorum of the Board was
established.  Meeting attendance was as follows:

2.         Approval of Minutes of September 25, 2008 Regular Meeting:

Bob Koch made the motion to approve the minutes of the September 25, 2008 Regular 
Meeting
. Bill Wagoner seconded.  Motion Carried.

 

3.         Financial Report:

Carol Miller presented the Financial Report.  The Board unanimously agreed to accept the 
financial report dated October 22, 2008 as presented.
   

4.         Agenda Items for Board Action or Discussion:
Adams-Lincoln County
Sub-Surface Mapping and Aquifer Assessment Project:
Dr. Kevin Lindsey provided updated on the following elements of the project.

            Basalt Stratigraphic Mapping Layers:
Kevin stated that the basalt mapping portion of the project was close to being finished.  
Susan Loper of the Franklin Conservation District has the last map of the Grande Ronde 
to digitize.  The digitized data will be forwarded to S.S. Papadopulus staff for EVS Pro 
Software mapping to create a full basalt package.  The next step will be to research and 
develop answers to recharge issues relating to Lake Roosevelt.

            Cross Section Mapping for Board Review::
Kevin presented five newly updated cross section maps for the Board to review.  The 
cross sections present five different views of basalt layer from different points within the 
GWMA.  The updates include diagrams, photography and groundwater and the hydrology 
of the area.

            Geo-Chemistry Well Samples and Future Sites:
Kevin reported that he had met with Demitri Vassapolos of S.S. Papadopulus and 
reviewed the results of the geo-chemical well samples taken last summer.  Kevin stated 
that the results of the samples are still being analyzed with final information to come within 
the next few weeks.

        Water Level Data:
Kevin also reported that shallow well and deep well water level data collected during 
sampling period was showing evidence of lateral hydrologic features such as barriers, dykes, 
etc. affecting water recharge and flow to confirm and validate previous assumptions.

2009-2011 Hydrologic Modeling Proposal:

Paul Stoker reported on meetings with Legislators over the last two months to inform and 
educate them on the mapping project and to develop an understanding of water issues.  
Paul stated that the reception had been positive and that the Legislators were impressed 
with the work being done by the GWMA during the mapping project, and that they appear 
to be supportive of the proposed Hydrologic Modeling funding request to be able to continue 
the mapping project.

 

Current Status of Secondary Database Federal Funding Request:

Scott Cave reported that there was not any new information on the funding request at this time.

5.         Other Items:
Lincoln County Rehydration Project:
Paul Stoker explained that funding had been approved for the project by DOE.  Paul stated 
that Lincoln Conservation District had been asked him to assist and participate in discussions 
with the DOE staff to prepare the project application.  The Board concurred with the request 
to allow GWMA staff to participate in the project.

USGS Report:
Paul Stoker informed the board that a national report of Nitrate Concentrations had been 
published in the Journal of Environmental Quality.  The report was prepared by Marcia 
Knadle of USGS and included in an article written by Michael G. Rupert of USGS.  
The article noted that the only location within the United State where nitrate concentrations 
were going down was within the GWMA of the Columbia Plateau Aquifer System.

It was noted that the next meeting would be held on Thursday, December 4, 2008 at 
6:00 p.m. per Board approval at the last meeting.
